The Joint Charter Commission has promised that they are going to submit their "Consolidation Plan" no later than June 30th. Until it is submitted to the councils of both cities, no one knows what they are asking us to vote on. The city councils will likely hold public hearings and decide what to place on the ballot and when.
Please note one important fact: No one knows what the combined city budget will be until the new, combined, city council enacts the budget late in 2019. And the combined council will exist only if BOTH cities approve the Consolidation Plan. No one knows, or should even be guessing no less attempting to influence voters with savings projections, if there will be any savings until that 2020 budget in enacted. And no one knows what the one time cost of consolidation will be.
